Something I’ve always wondered.

Is that kind of content just intended for people to laugh at, like it is part of a Japanese sense of humour?
Or just something pleasurable for those with that kind of attraction to masturbate to?

There are some deleted Pokemon and dragon ball scenes that look like they are intended to be funny.
But is the most explict loli and shota content also intended to be the same?

Sometimes like in dragonball it's intended for humor. Sometimes it's absolutely designed for titillation, sex sells after all.
You can usually tell by how sexualized the depiction is, for instance, Shiro's camel-toe panty-shot at the start of No Game No Life was obviously intended for titillation.
